Article 30 closes the Decree-Law with its publication and application provision. It requires that the Decree-Law be published in the Official Gazette and provides that it shall come into effect as of 1 October 2017. That date is the operative reference point elsewhere in the text, notably for Article 5, where the registration deadline runs from the effective date of the Decree-Law, and for Article 10, where Excise Goods acquired by a Stockpiler before that date are treated as acquired on it. The Article accordingly fixes both the manner of promulgation and the commencement of the excise regime.
