This Public Clarification addresses the application of exchange rates for VAT purposes, specifically clarifying Article 69 of the VAT Decree-Law. It establishes the mandatory use of the UAE Central Bank's official exchange rates for converting foreign currency transactions on tax invoices from 17 May 2018 onwards. For the period from 1 January to 16 May 2018, taxpayers could use a consistently applied, reliable source (e.g., Thomson Reuters, Oanda). The clarification confirms no retrospective adjustments are needed if these conditions were met. It also provides guidance for applying rates to imported services and goods.
